Health Products Portal (HPP) – Outcomes from the Federal Budget 2021-22

In the 2021-22 Budget, the Government announced that it will provide $36.0 million over four years (and $1.6 million per year ongoing) to expand the Health Products Portal (HPP).

This forms part of the Commonwealth’s deregulation agenda to reduce unnecessary regulatory burden and support Australia’s economic recovery by making it easier for businesses to get people into jobs and interact with government. 

The Department of Health (the Department) has been working to digitise and simplify the processes to support regulated and reimbursed health related products and services.

The HPP is a multi-year body of work in the Department. The overall vision is to provide a single, secure and easy to use place where industry can interact with government to apply, track, pay, and manage listings for regulated and reimbursed health related products and services on the Pharmaceutical Benefits Scheme (PBS), Medicare Benefits Schedule (MBS), Prostheses List (PL) and the National Immunisation Program (NIP).

The HPP aligns with the Australian Government’s Digital Service Standard and is being developed in consultation with industry groups and end users (through user research and beta testing activities) as part of a user-centred approach.

The Department launched the HPP in October 2019 focusing on the pharmaceutical industry and management of items on the PBS. The HPP currently has almost 400 users representing 130 organisations who can apply, track, manage and pay for a range of submission services with over 600 submissions lodged to date.

The Department is in the process of expanding the HPP user base to support Evaluators to complete evaluations of Pharmaceutical Benefits Advisory Committee (PBAC) submissions, to improve the way PBS data is distributed to PBS software vendors, and to enable applications to the Medical Services Advisory Committee (MSAC), via the HPP.
